Cybersecurity and Privacy Policies Working Group

The Cybersecurity and Privacy Policies Working Group is a results-oriented transatlantic partnership that analyzes policy related topics within the cybersecurity and privacy sector that affect the EU and the US and require international cooperation. The Working Group adheres to a best practices working methodology and provides inputs for thematic round tables and output reports on a regular basis. The group will formulate recommendations for the Cybersecurity Reflection Group EU-US, thereby contributing to political dialogue on cybersecurity and privacy. In addition, the WG will provide feedback to the White Paper on Cybersecurity policies, which will be disseminated to specific target groups identified by the AEGIS project.

Camille Sailer, European American Chamber of Commerce New Jersey, President and CEO,
Working Group Chair

Camille Sailer is an attorney, consultant and retired American diplomat specialized in global trade, business development and educational programs. She has been honored internationally for her work on behalf of government, academia and private clients who have seen significant and lasting benefits from her professional efforts. Ms. Sailer serves as the President of the European American Chamber of Commerce New Jersey based in Princeton. She is the past Chairperson of the Eastern Trade Council, where she worked on international trade and educational issues for an area spanning Maine to Maryland, collectively the fifth largest economy in the world. Ms. Sailer speaks and writes extensively on international business practice and trade issues.

Paolo Balboni, ICT Legal Consulting, Founding Partner

Paolo Balboni is a professor and a top tier European ICT, data protection and cybersecurity lawyer. He is a Founding Partner of ICT Legal Consulting, a law firm with offices in Milan, Bologna, Rome. In addition, the firm has an international desk in Amsterdam and multiple partner law firms worldwide. He advises clients on personal data protection and is a Data Protection Officer in outsourcing, data security, ICT and intellectual property Law. Mr. Balboni is a professor of privacy, cybersecurity, and IT contract law at the European Centre on Privacy and Cybersecurity at Maastricht University Faculty of Law and President of the European Privacy Association in Brussels.

Tim Benett, Senior Advisor, Former CEO of Transatlantic Business Council

Tim Bennett is a senior association executive and government relations professional who has served as a lead US negotiator in Uruguay Round in Geneva, chief negotiator for bilateral trade and investment issues with Mexico leading up to NAFTA, chairman of five interagency trade policy committees and as the US Trade Attaché in the US Mission to the EU. He was the President of the Cyber Security Industry Alliance and Chief Operating Officer of the American Electronics Association. Mr. Bennett has been a featured speaker at hundreds of conferences worldwide. He has also testified before the US Congress and spoken before the Friends of TTIP group and other EU Parliament committees.

Maarten Botterman, GNKS, Founder and Director. PICASSO Chair

Maarten Botterman is the founder and director of GNKS, a policy research company with a focus on information society issues. Mr. Botterman is also the PICASSO Chair of expert group policy. He is an information society policy expert with a focus on EU, US and global information society policy issues, such as the impact of technology on society, global governance, information assurance, e-government and global internet challenges. Mr. Botterman has been involved in information security policy, data protection, future internet and internet governance both as policy analyst and as Chairman on the Board of the third largest general registry in the world. In addition, he has been involved in studies and impact assessments around future internet and other ICT policy related studies since 1999.

Dan Caprio, The Providence Group, Co-Founder and Executive Chairman

Dan Caprio is an internationally recognized expert on data privacy and cybersecurity. Mr. Caprio specializes in EU and US privacy issues, the Internet of Things and Internet public policy, among others. He has served as the Chief Privacy Officer and Deputy Assistant Secretary at the U.S. Department of Commerce, a transatlantic subject matter expert for the European Commission’s Internet of Things formal expert group, a Chief of Staff for a Commissioner at the Federal Trade Commission and a member of the Department of Homeland Security Data Privacy and Integrity Advisory Committee. He is the Co-Founder and Executive Chairman of The Providence Group, a cybersecurity risk management firm in Washington, D.C.

Patrick Consorti, EIT Digital Silicon Valley, EU-US Industry Partnerships

Patrick Consorti is a Silicon Valley based corporate innovation expert in business models, technology and design, digital transformation and corporate entrepreneurship. He has experience in building and growing worldwide operations for global technology companies in the US, Asia and Europe. Mr. Consorti has been working in the entrepreneurship sector with emerging companies in Silicon Valley for more than 15 years. He has extensive experience in organizing international conferences, workshops and accelerator programs on technology, innovation and entrepreneurship in Europe and the US. Mr. Consorti is also involved in non-profit projects in the education sector.

Stephen Ezell, ITIF, Vice President for Global Innovation Policy

Stephen Ezell focuses on science and technology policy, international competitiveness, trade, manufacturing and services issues. He is the coauthor of “Innovating in a Service-Driven Economy: Insights, Application, and Practice” and “Innovation Economics: The Race for Global Advantage.” He founded Peer Insight, an innovation research and consulting firm, in 2003 to study the role of innovation in the service industry. Mr. Ezell was also part of the New Service Development Group at the NASDAQ Stock Market. In addition, he has also founded the technology services firm Brivo Systems and Lynx Capital, a boutique investment bank.

Massimo Felici BW

Massimo Felici, Deloitte, Manager for Cybersecurity & Risk Advisory

Dr. Massimo Felici is a cyber security manager in risk advisory services at Deloitte Consulting & Advisory in Brussels. Dr. Felici provides professional services supporting European Institutions and agencies. He has extensive expertise in security of network and information systems, security policies, risk assessment methodologies, cloud computing, software engineering, and policy-driven research and innovation. Before joining Deloitte, he was a research engineer focused on security, privacy and cloud computing at Hewlett Packard. Prior to his industry experiences, he was a research and teaching fellow in the School of Informatics at the University of Edinburgh.

Salvatore Francomacaro, NIST, Information Technology Security Specialist

Sal Francomacaro is an information security specialist with significant experience in Smart Cards, cybersecurity and identity management SMEs. He works at NIST´s Computer Security Division and is one of the editors for the FIPS 201 specifications. He has worked in many industries in several aspects of the information security domain, such as Smart Card application design as well as standards and security policies. He holds officer positions in several standards creating organizations, including ISO/IEC, JTC1, SC17 and SC27. Mr. Francomacaro is also a member of the respective national committees for these organizations.

Patricia Gruber, Office of Naval Research Global, Technical Director

Patricia Gruber leads a group of technical experts who facilitate international research collaboration and act as liaisons to operational fleet/forces in support of naval missions.  She previously served as the Director of Research at the Office of Naval Research, the Science and Technology provider for the US Navy and Marine Corps, where she coordinated the Department of the Navy´s fundamental research portfolio. Dr. Gruber has served as the Vice President for Maritime Systems at Battelle and as the Deputy Director of Applied Research Laboratory at Pennsylvania State University.  She has held a number of technical management and business development positions at AT&T / Lucent Technologies Bell Laboratories.

Sabina Guaylupo, Data Protection Manager, Inmark Europa

Sabina Guaylupo has experience in privacy, data protection and intellectual property, specifically in software licenses and technology transfer. Ms. Guaylupo has worked on the coordination team for R&I projects, including those in the FP6, FP7 and H2020 programs. She has played a lead role in ICT collaborative projects focused on privacy research. Additionally, she has collaborated in projects for other EU programs like CIP-PSP. Ms. Guaylupo is the Data Protection Manager at Inmark Europa and a member of the Spanish Association of Privacy Professionals. She also participates in EU initiatives such as the DESCA Consultation Group and the BDVA. Ms. Guaylupo currently leads different workshops and training programs related to GDPR implementation.

James Gumble, Xpand International, Founder and Digital Expert

James Gumble is the Founder of XPAND International and has worked in technology and consulting since 2008. He specializes in business development, education and business growth and has served as a mentor for different programs and companies. Over the past few years he has focused on helping companies in the UK and Ireland develop their businesses by using technology and launching digital projects. Mr. Gumble is passionate about data, business intelligence, data mining and other tools that help create solutions to problems and present innovative methods of approaching a new market. He is also involved in mentoring programs, consulting projects, workshops and training programs for the digital sector.

Jonathan Litchman, Co-Founder, CEO, The Providence Group

Jonathan Litchman is a co-founder and CEO of The Providence Group, a consulting firm that advises companies and organizations on how to manage enterprise-wide security risks. The Providence Group is an AEGIS project partner. Mr. Litchman is a national security and strategic communications veteran with experience in the intelligence community, a staff member on the Senate Foreign Relations Committee and a senior defense industry P&L executive who has consulted on information operations and strategic planning. He most recently served as a senior vice president at Edelman Public Relations, where he was in charge of the company´s cybersecurity policy and national security practice.

Ricard Martinez, Director Cátedra Microsoft, Universidad de Valencia

Ricard Martinez is a data protection and privacy expert and researcher. He is professor at the Universitat de Valencia and director of the Microsoft-Universitat de Valencia Privacy and Digital Transformation Group. Mr. Martinez is also the director of the master´s program in data protection at the Universidad Internacional de la Rioja. In addition, he has managed the research department at the Spanish Data Protection Agency and served as president of the Spanish Professional Privacy Association. Mr. Martinez has written several books on information technologies technologies, including “Tecnologías de la Información, Policía y Constitución” and “Una aproximación crítica a la autodeterminación informativa¨.

Nuno Miguel Moreira, Fundação para a Ciência e a Tecnologia, Science Officer

Nuno Moreira has worked in the Department of Statistics for the Information Society for the Observatory for Science and Technology and later in the Knowledge Society Agency as project manager. Mr. Moreira has served as the Coordinator of the Portuguese Safer Internet Centre where he focused on the development of new partnerships, awareness and communication. In this role, he also coordinated communication with the European Commission. Mr. Moreira has worked as a Science Officer at the FCT´s Department of International Relations since 2015, specializing in managing ERA-NET projects in the fields of bi-regional cooperation (CELAC-Europe), technology and sustainable urbanization.

George Nagel, Aif Projekt Gmbh, International Coordinator

Georg Nagel is an international cooperation coordinator and an EU SME funding expert. He currently works on ZIM, a funding program for small and medium-sized enterprises with business operations in Germany that want to develop new or significantly improve existing products, processes or technical services. Public and private non-profit research and technology organisations that cooperate with SMEs are also eligible for funding. ZIM has provided a reliable source of support for innovation efforts since 2008. The program is financed by the Federal Ministry for Economic Affairs and Energy and is open to all branches and technological sectors. The new ZIM guidelines allow applications to be submitted continuously.

Sonia Ortega, NSF, Office of International Science and Engineering

Dr. Sonia Ortega joined the Office of International Science and Engineering in Washington DC in May 2018. Dr. Ortega was the Head of the Europe and Eurasia Office of the US National Science Foundation in Brussels from 2015 to 2018. She has taken on many roles in her 28 year career with NSF. Most recently, she was a Program Director for East Asia and Pacific Countries. Dr. Ortega has extensive knowledge of science and engineering research and education policies and has represented NSF at national and international science and education meetings. She represented NSF at Palmer Station Antarctica and was selected as an Embassy Science Fellow to represent the US and NSF at the US Embassy in Kuala Lumpur, Malaysia.

Yolanda Ursa, AEGIS Project Coordinator, Inmark Europa

Yolanda Ursa is the Innovation Management Director at INMARK Europa. She is actively involved in supporting policy dialogues between Europe and strategic partners, including the US and Canada. Ms. Ursa is currently the coordinator of the AEGIS project that aims to accelerate EU-US dialogues and cooperation around cybersecurity and privacy R&I. She is a founder and member of the Transatlantic ICT Forum. In recent years, she has worked on promoting ICT R&I cooperation and partnership building between the EU and Latin America through international projects like PRO-IDEAL PLUS, AMERICAS, LEADERSHIP and FIWARE Mexico. Yolanda is an associate member of NCURA and serves as an for the US National Council of University Research Administrators.

Nick Wallace, Senior Policy Analyst, Center for Data Innovation

Nick Wallace is senior policy analyst at ITIF´s Center for Data Innovation, a global non-profit public policy think tank, and manages the center´s European activities. He previously worked as a government technology policy analyst at Ovum, a global consultancy based in London. In addition, he has also worked as a research assistant covering migration, labor markets and associated policy at Central European Labor Studies Institute in Bratislava. Mr. Wallace has a master’s degree in public policy jointly awarded from the Central European University in Budapest and the Institut Barcelona d’Estudis Internacionals and a bachelor’s degree in politics from Liverpool John Moores University.
